Johnson outboard stuck down in water. release won't work. how do i get down lock to release so i can transport

the release mechanism on the starboard side is "sheared" off. Rotates half the pin but does not have any effect.. normally this control is lifted which releases the motor so it can be lowered or raised by hand. The motor is a 28 hp johnson outboard with an older omc drive. thanks if you can help
