He's a commitment-phobe, even though you dated him for a year. It's not healthy for either of you to continue like this. So you should say to him, if you are still interested in dating him, that he either has to go into a relationship with you, or that's it, no more contact like this. Then you shall get your answer to see if he seriously cares for you, because if he does, he would try to commit to you more, and get over his fears. But if he still says that he's not ready, then you should stop what you doing, and move on, because he will never be able to be in a relationship with you, so you shouldn't waste your time on him.
