How do i get through fight area??????!!!!!!!?

i got to the fight area and i cant go past it to get to stark mountain cuz there are 2 ppl in front of the water tellin me i have to go to battle tower. plzzz help me im verrrry confused(im league champion yayyyyy!!!!)
