I am trying to get a closer shave but i get bumps when I use a razor. Are there any products that can help?

I have not use the Philips norelco products they do look amazing though! But my bro said he gets nicks when he uses them. I was thinking maybe buying a product like lectric shave to make the hair stand up so that the shave will be closer? Any help would be appreciated!
